Harry Debes has been appointed
President and CEO of SPL WorldGroup as of 12 November 2003.
Debes comes to SPL from senior positions at J.D. Edwards (recently
acquired by PeopleSoft) and at business performance software vendor
Geac. SPL WorldGroup is a leading provider of Utility CIS solutions.

The omnibus Energy Bill of 2003
has been killed. Although the bill promised to provide tax
incentives for the installation of AMR equipment related to energy
conservation, MTBE issues related to the oil industry created a
poison pill.

Schlumberger Sema has expanded
their RTEMS implementation for AMR with We Energies of Milwaukee
WI. According to Rob McEver, Director, Alliances and Event
Marketing at Schlumberger Sema, the original AMR implementation
contract was sold in 2001 for 650,000 natural gas and electric meters.
Their expanded contract is for an additional 350,000 electric meters,
bringing the total meters on the system to 1 million. We Energies
has over 2 million electric and natural service points in Wisconsin
and Michigan's Upper Peninsula. Meters not on the RTEMS solution
within We Energies service area are read manually. Key drivers to
the sale include reduced manual meter reading, metering and billing
accuracy, on-demand meter reading, real-time pricing, TOU, outage
management, restoration verification, and transformer and distribution
load management. RTEMS is an outgrowth of Schlumberger Sema's acquisition

Wipro, India’s enterprise
software leader, has entered the utilities Customer Information
Systems (CIS) market with their Pinnacle West implementation.
The move adds further pressure to the overly crowded global CIS

Motorola in an about face will
implement the Microsoft MPX2000 operating system within their mobile
phone handset. This adds to their breadth of supporting the
Symbian system created from an alliance led by Nokia, and their
own Linux/Java MotoJUIX. No mention of the Palm OS for mobile phones

California Deregulation may get
back on track with the election of Schwarzenegger as Governor, much
to the applause of our editor. Politics remains an impediment to
progress, but perhaps an approach such as the EMCAS model supported
by Adica Consulting will provide the clarity for enabling market
forces to ensure supply, match prices to demand, and drive competition.
